This document consists of the actual policy text of the recently reauthorized IDEA. All
sections and subsections of the legislation are available for review and analysis. Part B is
the primary section of the law of interest to special education personnel as it delineates
federal policy guiding work with children with disabilities. Part C spells out federal
policy for children in the 0-3-age range.

This memo, dated March 14, 2000 clarifies the requirement that each student completing grade 12
must successfully pass a high school exit examination as a condition of receiving a diploma of
graduation or a condition of graduation from high school. The exit examination shall be offered to
individuals with exceptional needs in accordance with the requirements of state and federal law,
with appropriate accommodations, where necessary.
